Elaine M. Ryan, Deputy Executive Director (bio)
The Policy and Government Affairs Department is responsible for policy analysis and development in the areas of health and human services. The department tracks congressional legislation and federal regulations; prepares analysis, testimony, and amendments to pending congressional proposals; and prepares analyses, comments, and summaries of federal regulations. Staff members act as liaisons between APHSA and the federal Departments of Health and Human Services, Labor, Housing and Urban Development, Transportation, Education, Justice, the Social Security Administration, and others.
The Policy and Government Affairs Department prepares memoranda to state human service administrators, hosts conference calls to discuss pending federal issues with state agency staff, and publishes This Week in Washington, W-Memo, This Week in Health, Working for Tomorrow and the MMI Bulletin. The department has the lead responsibility for planning meetings of the National Council of State Human Service Administrators, where the association's policy positions on federal legislation and regulation are developed, considered, and adopted. The Policy and Government Affairs staff also provides policy support to APHSA affiliate organizations: National Association of State Medicaid Directors, American Association of Food Stamp Directors, National Association of State TANF Directors, National Association of State Child Care Administrators, and the National Association for Program Information and Performance Measurement.
